It is my privilege to present to you a comprehensive survey of the innovative range of Homeland
Security products, systems and solutions available from Israeli companies. Presented herein,
are operationally and competitively proven solutions for overseas customers, inviting them to
take advantage of Israelís expertise in this domain.
No other country has had greater experience than Israel in deterring and combating
the threat of terrorism. Consequently dozens of companies have developed leading-edge
systems that have proven effective in real-time operations.
Another essential ingredient in Israelís Homeland Security advanced technological capabilities
is the high quality and professionalism of its workforce, with an abundance of professionals
who have gained vast experience and know-how when serving in Israelís security forces.
Complementing this in-the-field experience, the country has more academically qualified
scientists and engineers, proportionately speaking, than any other nation in the world.
Thus in the full range of Homeland Security areas from border, perimeter and infrastructure
protection to safe city management, securing air, sea and land transport, through to IT security,

The Industrial Cooperation Authority (ICA) is a legally constituted body whose functions include;
ensuring the fulfillment of Industrial Cooperation Agreements signed by overseas companies,
due to their sales to the Government of Israel, Government owned corporations and companies,
and other Government bodies; initiating, tracking and coordinating industrial cooperation activities,
due to foreign companiesí commitments towards the State of Israel. ICAís role also includes:
creating said agreements with overseas companies, tracking and promoting the implementation
of their commitments.
The ICA also assists local defense related industries in fulfilling their commitments within
the framework of their export transactions in other countries.
The ICA assists overseas companies wishing to form appropriate partnerships in Israel for
the purpose of fulfilling their Industrial Cooperation undertakings. ICA helps the foreign
businessperson locate suitable Israeli firms aimed at forming strategic partnerships or joint
ventures with, outsourcing or R&D agreements, or investments. ICAís team of industrial
specialists offers their know-how and advice about how it can be done, providing the foreign
company with the necessary information about Israeli industry. All services are given free of charge.
As a result of Industrial Cooperation Agreements, about $2.7 billion dollars flowed into
Israel in 2008 from dozens of major overseas corporations, who do business with about
250 Israeli industrial firms.
We expect this figure to continue its rise following a recent government amendment to the
Mandatory Tenders Regulations, which extends them to the local authorities sector, as well
as health funds and reiterate the obligation to include in their tenders Industrial Cooperation
requirements, same as it applies on other Government and Government related entities.
It is a fact that following their initial positive experiences in this country, more than 30%
of overseas companies, continue their business ties with Israeli firms, even after their commitments
have been fully accomplished. This experience enables them to discover the range of
possibilities and enormous technological and economic potential in Israeli industry. Consequently,
it seems that the direct result of these Industrial Cooperation Agreements encourages overseas
companies to carry on implementing transactions with their Israeli partners.

Director General of the Industrial Cooperation Authority
The body entrusted with advancing Industrial and Business Cooperation activities between foreign
companies and Israeli entities, is the Industrial Cooperation Authority (ICA).
ICA is the Israeli Governmentís arm, operating within the Ministry of Industry Trade and Labor.
ICA initiates, coordinates and monitors industrial cooperation activities following
Government, Government-owned companies, public institutes and other State entities procurement
from foreign companies.
ICA is authorized to supervise the enforcement of the "Mandatory Tenders Regulations"
(Mandatory Industrial Cooperation) 5767-2007, of the Mandatory Tenders Law.
ICA operates within the rules of the Government Procurement Act and other international agreements,
and collaborates with parallel organizations worldwide. ICA coordinates its activities with the
relevant Government Ministries and in country related organizations and industries.
As part of the Ministry of Industry Trade and Labor, ICAís headquarters is based in Jerusalem.
ICA has also a branch office in Tel Aviv and at the Israel Economic Mission in New York.
